What is the difference in the use of terms "commissioning" and "putting into operation"?
Are they absolutely interchangeable or there are certain tints in their meaning, which limit their applicatoin in this or that context?

I am an engineer who works in the field, commissioning equipment.

Commissioning is the process where everything associated with the equipment is fully checked, all items are simulated or caused to happen, all possible events are tested, all methods of failure are accounted for. In other words, the complete design of the equipment is tested. Then, and only then, equipment is run and shown to be according to the design.

This is commissioning.

You could put equipment into operation without fully checking all systems. You can just run equipment and hope that all safety systems work according to plan.

That is the difference. No manufacturer or reputable engineering firm would simply put equipment into operation.

The Standard IEC 60439-1 differentiates between two categories of assemblies:

The term Type-Tested Assembly (TTA) is used to mean an assembly “conforming to an established type or system without deviations likely to significantly influence the performance from the typical assembly verified to be in accordance with this standard”.
To be declared TTA an assembly shall meet at least one of the following conditions:
1. it is manufactured in a single example and subject to all the type tests required by the Standard;
2. it is similar to another assembly which has been subjected to all the type tests, that is it differs from the tested one only for details considered irrelevant for the results of the same tests and, consequently, for its performances, that is for its nominal characteristics;
3. it is part of a pre-established structural system subjected to type tests in some of the many possible arrangements chosen among the most significative ones which can be obtained by combining the system elements. It is the typical case of assemblies sold as loose components.

The term Partially Type-Tested Assembly (PTTA) is used to mean an assembly “containing both type-tested and non-type-tested arrangements, provided that the latter are derived (e.g. by calculation) from type-tested arrangements which have complied with the relevant tests”.

A PTTA is an assembly which has been subjected to one part of the type tests, whereas the other ones have been replaced by some extrapolations (calculations) based on the experimental results obtained on assemblies which have already passed the type tests.

The distinction between TTA and PTTA is of no weight with respect to the declaration of conformity with the Standard IEC 60439-1, since the assembly must simply comply with it apart from its having been subject - totally (TTA) or partially (PTTA) - to type tests.

LV switchgear assemblies are undoubtedly the components of the electric installation more subject to the direct intervention of personnel (operations, maintenance, etc.) and for this reason users demand from them higher and higher safety requirements.

The compliance of an assembly with the state of the art and therefore, presumptively, with the relevant technical Standard, cannot be based only on the fact that the components which constitute it comply with the state of the art and therefore, at least presumptively, with the relevant technical standards.

In other words, the whole assembly must be designed, built and tested in compliance with the state of the art.

The Prisma Plus functional system can be used for all types of low-voltage distribution switchboards (main, subdistribution and final) up to 3200 A, in commercial and industrial environments.

Switchboard design is very simple:

A metal structure

Temperature-rise inside assemblies

An excessive temperature-rise inside assemblies represents one of the main problems which are often subject for discussion and to which users pay the most attention.

It is evident that an anomalous heating inside switchgear can jeopardize the safety of people (possible fires) and plants (malfunctioning of the apparatus).

For this reason, the Standard IEC 60439-1 gives a lot of space to the permissible temperature-rise limits in an assembly and to the methods to determine such limits either directly as type test or by analytic extrapolation.

The term type test defines the tests intended to assess the validity of a project according to the expected performances.

Such tests are usually carried out on one or more prototypes and the results of these type tests are assumed to obey to deterministic laws.

Therefore these results can be extended to all the production, provided that it complies with the design of the tested samples.

The type tests prescribed by the Standard IEC 60439-1 include:
• verification of temperature-rise limits
• verification of the dielectric properties
• verification of the short-circuit withstand strength of the main circuits
• verification of the short-circuit withstand strength of the protective circuit
• verification of the effective connection between the exposed conductive parts and the protective circuit
• verification of clearances and creepage distances
• verification of mechanical operation
• verification of the degree of protection

As said above the verification of temperature-rise limits is one of the most critical aspect for an assembly;

the Standard states the temperature-rise limits referred to an average ambient air temperature of ≤35°C which the switchgear complying with the Standard must not exceed (Table 1).

How to install the PDM

Note: Some Power Distribution Units have filler plates installed. When a PDM is to be installed, the filler plate must be removed from the busbar.

1 Press down on the clip.
2 Pull out the plate from the unit. (Do not throw away the filler plate. Keep it for potential later use).

3 Verify that all the breakers are in the OFF position.
4 Press the red button to release the latch.
5 Pull open the latch.

6 Feed the cable(s) up through the top opening in the enclosure and into the cable power troughs (if applicable) on top of enclosures.

How to install a PDM circuit breaker handle tie

1 Locate the handle tie above the circuit breaker handles aligning the two tabs between the three handles.
2 Push the handle tie towards the circuit breaker handles until it snaps into position. Check to make sure that the handle tie is secure.
3 The handle tie can be removed by pulling it from the circuit breaker handles.
